Franklin County Accepting Public Comment on Proposed Changes to Upcoming PRC Plan

The Franklin County Department of Job and Family Services is asking for public feedback on its proposed 2024-25 Prevention, Retention, and Contingency (PRC) Plan. 

The Prevention, Retention, and Contingency (PRC) Program provides benefits and services to low-income families, helping them move out of poverty and become self-sufficient. These supports include limited non-recurring, short-term, crisis-oriented benefits and services that are directly related to the four purposes of the Temporary Assistance for Needy Families (TANF) program. 

Counties must review and update their PRC plans every two years. Our new PRC Plan is expected to become effective in November 2023. View DRAFT 2024-2025 Franklin County PRC Plan.

With goals to address community needs and responsibly manage within our financial resources, we reviewed our budget, other community resources, current and proposed benefits, and eligibility requirements.  Based on that review, Franklin County propose the following key changes for the 2024-25 PRC Plan: 
  • Raises the FPL eligibility threshold from 165% FPL to 175% FPL.   

  • Increases the benefit cap for PRC One-Time assistance to $1,500 or $2,500.   

  • Removes the Sustainability Requirement for emergency rental assistance. 

  • Implements a PRC Presumptive Eligibility pilot for recipients of SNAP and OWF for 6 months.   

  • The Emergency Avoidance Fund will continue with COMPASS and Physicians Care Connection. This program was piloted in 2022.  

  • Noncustodial Parents are now eligible to receive PRC One-Time assistance. 


While we welcome all comments from the public, we ask to focus your attention and feedback on the proposed key changes. We will be accepting comments from September 22nd through October 24th, 2023.
